My research interests include policy informatics and decision making, modeling in policy analysis and management decisions, public health management and policy, and the role of public value in policy development. I am particularly interested in less mainstream approaches to modeling that account for learning, feedback, and other systems dynamics. I include Bayesian inference, agent-based models, and behavioral assumptions in both my research and teaching.
In my dissertation research, I conceptualize state Medicaid programs as complex adaptive systems characterized by diverse actors, behaviors, relationships, and objectives. These systems reproduce themselves through both strategic and emergent mechanisms of program management. I focus on the mechanism by which citizens are sorted into or out of the system: program enrollment. Using Bayesian regression and agent-based models, I explore the role of administrative practices (such as presumptive eligibility and longer continuous eligibility periods) in increasing enrollment of eligible citizens into Medicaid programs.
MY research aims to give artists better 3D references and scene reconstructions which can be directly fed into the creative pipeline. This is motivated by increasing public demand for detailed, complex 3D worlds and the resulting demand this places on world design artists.
This project lookings at developing acquisition and modelling technologies that provide more than just a visual reference: in the context of this project, visual acquisition and reconstruction methods shall be developed that provide richer, three-dimensional references, and that ultimately yield scene reconstructions that can directly be fed into the content creation pipeline. The project will focus on natural environments (as opposed to urban scenes) and may combine multi-spectral imaging, wide-baseline stereo reconstruction and semantic scene analysis to obtain approximate procedural representations of natural scenes.

I studied Mathematics at Oxford (1979-1983) then did youth work in inner city areas for the Educational Charity. After teaching in Grenada in the West Indies we came back to the UK, where the first job I could get was in a 6th form college (ages 16-18). They sent me to do post16 PCGE, which was so boring that I also started a part-time PhD. The PhD was started in 1992 and was on the meaning and definition of the idea of “complexity”, which I had been pondering for a few years. Given the growth of the field of complexity from that time, I had great fun reading almost anything in the library but I did finally finish it in 1999. Fortunately I got a job at the Centre for Policy Modelling (CfPM) in 1994 with its founder and direction, Scott Moss. We were doing agent-based social simulation then, but did not know it was called this and did not meet other such simulators for a few years. With Scott Moss we built the CfPM into one of the leading research centres in agent-based social simulation in the world. I am a geographer interested in exploring tourism system dynamics and assessing tourism’s role in environmental sustainability using agent-based modelling (ABM). My current work focus is on human complex systems interactions with the environment and on the application of tools (such as scenario analysis, network analysis and ABM) to explore topics systems adaptation, vulnerability and resilience to global change. I am also interested in looking into my PhD future research directions which pointed the potential of Big Data, social media and Volunteer Geographical Information to increase destination awareness.
I have extensive experience in GIS, quantitative and qualitative methods of research. My master thesis assessed the potential for automatic feature extraction from QuickBird imagery for municipal management purposes. During my PhD I have published and submitted several scientific papers in ISI indexed journals. I have a good research network in Portugal and I integrate an international research network on the topic “ABM meets tourism”. I am a collaborator in a recently awarded USA NCRCRD grant project “Using Agent Based Modelling to Understand and Enhance Rural Tourism Industry Collaboration” and applied for NSF funding with the project “Understanding and Enhancing the Resilience of Recreation and Tourism Dependent Communities in the Gulf”.
My profound interest in networks convinced me to work in these subjects and start my master project on an application of social network analysis for detecting organized fraud in Automobile insurance, which helps to flag groups of fraudsters. The key point of this project is simply to find fraudulent rings, while the most of traditional methods have only taken opportunistic fraud into consideration. My duty in research is to design an algorithm for identifying cyclic components, then to be compared with theoretical ones. This project showed me how networks are used in the analysis of relations.

My initial training was in cadastre and geodesy (B.Eng from the Distrital University, UD, Colombia). After earning my Master’s degree in Geography (UPTC, Colombia) in 2003, I worked for the “José Benito Vives de Andreis” marine and coastal research institute (INVEMAR) and for the International Center for Tropical Agriculture (CIAT). Three years later, in 2006, I left Colombia to come to Canada, where I began a PhD in Geography with a specialization in modelling complex systems at Simon Fraser University (SFU), under the direction of Dr. Suzana Dragicevic (SAMLab). In my dissertation I examined the topic of spatial and temporal modelling of insect epidemics and their complex behaviours. After obtaining my PhD in 2011, I began postdoctoral studies at the University of British Columbia (2011) and the University of Victoria (2011-2013), where I worked on issues concerning the spatial and temporal relationships between changes in indirect indicators of biodiversity and climate change.
I am an Associate Professor in the Department of Geography at the University of Montreal. My research interests center around the incorporation of artificial intelligence and machine learning techniques into the development Agent-Based Models to solve complex socio-ecological problems in different kind of systems, such as urban, forest and wetland ecosystems.
The core of my research projects aim to learn more about spatial and temporal interactions and relationships driving changes in our world, by focusing on the multidisciplinary nature of geographical information science (GIScience) to investigate the relationships between ecological processes and resulting spatial patterns. I integrate spatial analysis and modeling approaches from geographic information science (GIScience) together with computational intelligence methods and complex systems approaches to provide insights into complex problems such as climate change, landscape ecology and forestry by explicitly representing phenomena in their geographic context.
